(09/30/2009) Effective November 1, 2009, Union Pacific will upgrade from ALK Technologies' PC*Miler Rail Version 15 software to Version 16. UP will continue to rely on PC*Miler Rail Fuel Surcharge router (FNII) to calculate its fuel surcharge mileage. This new software version incorporates the vendor's system enhancements, Industry Reference file changes and data additions/deletions/changes. This version upgrade will be applicable to UP local and interline prices containing a mileage HDF fuel surcharge.

(04/09/2009) New DHS/TSA (Department of Homeland Security/Department of Transportation Security) Rail Freight Security regulations (49 CFR 1580) effective April 1, 2009, specify that a continuous "chain of custody" must exist in the interchange/handling of RSSM (Rail Security Sensitive Materials) at locations between carriers, shippers and receivers.
Union Pacific has instituted PHO (Positive Hand-off) processes at many locations to comply with these regulations, however, certain gateways have been restricted and they may affect your ability to specifically route traffic under existing agreements. RSSM is defined as Explosives 1.1, 1.2, and 1.3 (5,000 pounds or greater); Toxic Inhalation Hazardous Materials; and Highway Route Controlled Quantities of Radioactive Materials.
