Accessorial Charges, Including Demurrage

Demurrage (Chargeable Events)

Our top priority is to provide safe, reliable transportation for our customers. Part of that commitment is to maintain a fluid and adequate supply of rail cars and to ensure that all rail car assets, both railroad- and privately-owned, are utilized as optimally as possible.

To encourage efficient use of rail cars by all parties, the transportation industry utilizes a demurrage system that charges a fee for the extended use of a freight car. These charges help offset the costs of purchasing and maintaining these assets; they also ensure that equipment utilization is prioritized and encourage equipment users to release rail cars promptly for use by other customers.

Union Pacific is rolling out a new approach to demurrage called the Chargeable Events System (CES). CES is a Web-based tool that allows you to review demurrage on a daily basis. The new system also improves the approach to demurrage calculations. You'll find the following helpful to provide background and get started. CES rules information is available from Section 9 of UP6004.

Demurrage (General)

Section 1 of UP 6004 includes specific information for general demurrage charges for customers who have yet to transition to CES.

Generally, the calculation of demurrage allows 24 hours of demurrage-free time for loading of equipment and 48 hours for the unloading of equipment. For loads, this time begins when either of the following occurs: we spot the equipment (AP-actual placement) or we provide notification that we're holding equipment for your use (CP-Constructive Placement, CS-Chargeable Storage). The time ends when you release the equipment after loading or unloading at your facility. The same approach applies to empties, except that the time does not begin until:

  • the CP date or the Car Wanted Date you identified when you ordered, whichever is later, or
  • the AP date, if placed on or after the Car Wanted Date you identified when you ordered.

Allowable Gross Weight for Rail Shipments

To maintain safe and damage-free delivery of our customers' shipments, Union Pacific has established restrictions on the allowable weight of rail shipments moving across our rail lines. Customers that are shipping heavy-axle cars should fax a clearance request to 1-800-228-5976 prior to shipment to determine if the rail lines involved in the route can handle the gross weight. The request must include: shipper and origin, consignee and destination, commodity and routing (including a junction point if the load is traveling off-line), phone number and fax number for a response. Local UP shipments will be cleared within two (2) business days.
