David Black was appointed deputy director – Washington Affairs in 2010. He operates out of the Washington, D.C. office of Union Pacific Corporation and its subsidiary, Union Pacific Railroad.
In this position, Black is responsible for issues dealing with transportation and the railroad. In addition to representing the company in these areas, he is responsible for the administration of the Fund for Effective Government, the corporation’s political action committee. Previously, he had been manager - Political Programs.
Prior to joining the Corporation, Black held various roles in marketing, sales, and logistics in the Agricultural Products and Energy departments with Union Pacific Railroad in Omaha, Neb. Originally from Grand Island, Neb., he has also spent time working in both official and political capacities with several members of Congress and the White House.
Black holds a bachelor's degree in Business Administration from Creighton University and a master's degree in Government from Johns Hopkins University.
